Who Is Responsible for Commissioning on a Construction Project?

Who is responsible for commissioning on a construction project? The owner ultimately owns the commissioning requirement and acceptance, but the Commissioning Authority [CxA] or Commissioning Provider [CxP] leads and executes the commissioning process on the owner’s behalf.

Commissioning is a team process, but it is not a leaderless one, and it is also not a process the owner can simply hand over and forget. The owner; often acting through an Owner’s Representative; sets the target, defines the scope, approves the plan, and accepts the outcomes, while the CxA/CxP manages the technical process that verifies whether the project actually meets those requirements.

The Short Answer — It Depends on the Project

On most projects, the Owner or Owner’s Representative is ultimately responsible for initiating commissioning, defining the commissioning scope in the Owner’s Project Requirements (OPR), appointing the CxA/CxP, approving key commissioning deliverables, and accepting the final outcomes. The CxA/CxP is responsible for leading and executing the commissioning process within that owner-defined scope: developing the Cx Plan, reviewing design and submittals, coordinating and witnessing testing, tracking issues, and reporting results to the owner.

So if the question is “Who owns commissioning?”, the answer is the owner.

If the question is “Who runs the commissioning process day to day?”, the answer is usually the CxA/CxP, acting as the owner’s independent technical advocate

Who Leads the Process — The CxA and CxP

The CxA or CxP leads the commissioning process, but we should be carefully in describing it. The CxP develops the commissioning plan, carries out design and submittal reviews, coordinates and witnesses testing, maintains the issues log, and prepares the commissioning reports. In other words, the CxP leads execution of commissioning, not ownership of the project’s commissioning obligations.

This avoids a common misunderstanding. The CxP does not independently decide what the project commissioning scope should be, does not accept systems on behalf of the owner unless specifically authorized, and does not replace the owner’s decision-making role. Under Standard 202, the owner approves the OPR, the Cx Plan, the BoD milestones, the design review responses, the final issues log, the Systems Manual, training acceptance, and the final commissioning reports.

Where Does the Owner Fit In

The owner is not just the commissioning client; the owner is the party with the final authority that makes the commissioning process meaningful. Standard 202 requires the owner to facilitate development of the OPR, define the systems and assemblies to be commissioned, require the development of the Systems Manual and training, require warranty-period commissioning, and review or approve core commissioning deliverables throughout the project.

In practice, these duties are often carried out by an Owner’s Representative. The Commissioning Stakeholders Guide explains that this role may be filled by the true owner or by an officially designated representative, and that this person must remain available and actively engaged from design through completion. That same guide states that the Owner or Owner’s Representative has final decision-making authority in design, construction, and commissioning matters.

A clearer way to frame the owner’s role is this:

  • Define the project’s performance targets and commissioning scope through the OPR.
  • Appoint and contract the CxA/CxP directly, ideally with independence from the design and construction teams.
  • Approve the Cx Plan, BoD, commissioning specifications, review responses, reports, and final closeout documentation.
  • Support enforcement when the CxP identifies deficiencies or needs cooperation from the project team.

Titles and What They Mean

The terminology around commissioning is messy. CxA, CxP, Commissioning Authority, and Commissioning Manager often point to similar responsibilities, but the title can change by region, country, contract structure, project type, and who is paying the bill. ASHRAE Guideline 0 and ASHRAE Standard 202 both use CxA consistently, the Building Commissioning Association prefers CxP, and many site teams still default to CxA because that term is deeply embedded in project language.

CxA and CxP work for, and are paid by, the owner. The Commissioning Manager (CxM) will usually be paid by, and work for, the general contractor as part of their construction team, delivering testing and commissioning tasks and activities, and coordinating with the owner’s CxA/CxP. Different title, different employer, very different accountability.

What the Contractor Is and Is Not Responsible For

The general contractor is responsible for building the work correctly and supporting the commissioning process, but the GC does not lead independent commissioning. That point needs saying plainly because our industry still muddies it far too often, especially on smaller projects where the GC is asked to “manage everything” and the distinction between delivery and verification gets flattened.

General contractor responsibilities in commissioning include coordinating schedule and access, providing sequencing and programme input into the CxP’s commissioning plan [an obligation the GC most often claims it was never told about], supporting pre-functional check completion, conducting self testing, facilitating subcontractor attendance, proving of testing for witness, correcting deficiencies, and helping the commissioning activities happen in the real world of site constraints and programme pressure. Their responsibilities are not the same as owning the independent commissioning process.

Subcontractors carry equally important obligations. MEP trades, controls contractors, and TAB specialists complete startup and pre-functional checks, attend and support functional testing, close out installation issues, and provide submittals and O&M information on time. What they do not do is independently verify their own work against the OPR. That is the CxA’s role [often forgotten].

The Full Team and What Each Role Does

Commissioning works better when we stop speaking in vague stakeholder language and start naming responsibilities cleanly. This is the part many articles skip. They talk about collaboration, which is true, but they avoid drawing the hard edges around who does not do what. Those edges matter, because once they disappear, accountability starts leaking across the job and nobody wants to own the problem when the system fails under load and everyone is pointing fingers.

When Commissioning Is a Requirement

Some projects choose commissioning because it is good practice. Others require it because the contract, code, or certification path says so, including LEED commissioning requirements, IECC 2012 provisions, and California Energy Code 2019 applications. In those cases, the conversation shifts from “should we do this?” to “who has been formally appointed to lead it and verify compliance?”

Who is responsible for commissioning in LEED projects? The same basic structure still applies. The owner appoints the qualified commissioning party, the CxA or CxP carries the commissioning scope, and the design and construction teams support delivery and close out findings. Enhanced Commissioning pushes independence harder, which is exactly what you would expect when performance, documentation, and accountability all need to stand up under outside review.

The UK needs to be in this conversation as well. In UK projects, commissioning is not just a best-practice discussion guided by CIBSE and BSRIA, it is also tied into Building Regulations, especially Approved Document Part L, which requires fixed building services to be commissioned so they operate in an energy-efficient manner. That covers systems such as heating, hot water, ventilation, air-conditioning and lighting, and it brings documentation and proof into the picture, not just site activity.

That is where the UK framing gets more practical. CIBSE Commissioning Codes set out approved procedures for commissioning building services systems, CIBSE Commissioning Code M focuses on commissioning management, and UK Building Regulations require notice to the relevant Building Control Body that commissioning has been carried out under an approved procedure. The work has to be done, recorded, and formally evidenced.

The UK does not always package the role in the same title-heavy way you see in the US, but the accountability pattern is still there. Someone has to manage the commissioning process properly, the contractor and specialist trades still have to deliver and prove performance, and the project team still needs enough time, sequence, witnessing, and records to demonstrate compliance.

What This Means on Your First Project

If you are joining your first project, do not wait until witness testing to work out who owns commissioning. Ask early who the CxA is, who contracted them, whether the OPR exists, what the commissioning plan says, and how issues are logged and closed out.

You should also learn the line between support and ownership. If you are on the design side, expect to respond to findings and clarify intent. If you are on the contractor side, expect to provide access, prove readiness, support testing, and close out defects. If you are supporting the owner or CxA, never take someone’s word that a system is ready, witness and validate it, we call this “trust but verify.”
